FIFA provides direct financial grants to all 211 member countries. Through its FIFA Forward Development Programme, member associations are given funding to maintain and build pitches, upgrade facilities, and cover operational costs.
The FIFA Forward initiative functions under specific allocations:
General Operations: Member associations receive up to $1.25 million annually for day-to-day operational and administrative running costs.
Football Projects: Each association receives up to $3 million per four-year cycle strictly dedicated to long-term infrastructure objectives—such as building artificial or natural grass pitches and youth academies.
Continental Support: Confederations also receive specific grants totaling $15 million to promote and organize regional football.
The Ghana Football Association (GFA) receives direct funding from FIFA specifically for pitch maintenance and infrastructure. Under the FIFA Forward Programme, Ghana has utilized millions of dollars for several national pitch projects.
The GFA Borehole Project: FIFA confirmed allocating over $260,000 to the GFA specifically to improve water access for pitch maintenance.
Scope: The funds went toward constructing 80 boreholes and installing water tanks at match venues nationwide. The setup ensures proper watering for natural grass pitches used by the Premier League, Division One League, and the Women's Premier League to maintain standard club licensing conditions.
Ghanaman Soccer Centre of Excellence (GSCE), The national elite training facility in Prampram has been the primary beneficiary of structural FIFA Forward grants.
Natural Grass Pitches: GFA used funds to build two new international-standard natural grass pitches, expanding the facility’s capacity for national and club training.
Floodlight Installation: FIFA funded the integration of ultra-modern floodlights on the facility's artificial pitches, allowing the youth national teams to conduct nighttime training camps.
FIFA heavily monitors these grants. The GFA clarified that these FIFA Forward funds are strictly restricted to community, club, and technical center development. They cannot be legally used to maintain major state-owned national stadiums (like the Accra Sports Stadium or Baba Yara Sports Stadium), which remain under the financial mandate of Ghana's government and National Sports Authority (NSA).

We struggle to even qualify for the afcon this days.
