GARID began in 2019 and Covid-19 followed in 2020 which created a contingent emergency and triggered Component 5. None of the Bank's project implementation status reports until the last one last week cites anything untoward done by Nana Addo's government. On the contrary, question is what emergency made you sweep $13m until you returned it and not spend on implementation from 14 months from January 2025.
