It is the same kind of mentality that allows people like them to spend good money to remove the vegetation on hillsides and expose the top soil so that they can build there. I know little about soil science, but with some common common sense, I can imagine the effects of clearing hill tops: if the apex of a hill is open, it is more likely to erode under heavy rain. But if the top is covered (with flora), the effects of erosion will be minimal.
