It has to do with politics. Almost every hamlet in Ghana is connected to the grid yet without meters and are not harassed for monthly payments unlike in the cities. The villagers mostly enjoy lights for free whilst those in the cities pay for them. Not against their use of the facility though but it's good the politicians make it known to them that the use of it comes with a cost. Another factor is illegal connections or diversion of power from the meters by some users. This is very common in the cities. Thirdly the energy sector is not growing technologically or a deliberate system to delay payments to the relevant source. At the GWCL one receives a prompt notice of payment and your outstanding balance if any unlike the ECG. IT TAKES MONTHS FOR ONES PAYMENTS TO SHOW IN SUBSEQUENT BILLS CAUSING ARREARS ON PAPER WHICH IN MOST CASES IS NOT TRUE.
