Under the Canadian Immigration and Refugee Protection Act, a foreign national who is denied a visa from outside the country is completely entitled to file a legal challenge—called a Judicial Review. This allows their lawyers to argue the case in a Canadian court to overturn the refusal without the applicant needing to step foot on Canadian soil.
