We simply don't plan our cities. Period? We only experience slight regular rains every year and the whole country including new settlements get flooded. Europe, America and Asia experience hurricanes, thunderstorms, cyclones, hails, blizzards, snowstorms, tornadoes etc, which we never experience here but they hardly go through the hell we go through after 30 minutes of regular rain.
Our problem is an engineering one and not a weather one. Our municipal and district assembly officials are simply useless,clueless and corrupt. We simply fail to plan therefore we plan to fail.

3. Community Consultation: City Planners hold public meetings to gather feedback, balancing the developer's vision with community needs, available infrastructure, and municipal density targets.
4. City Council Approval: City Council must vote to approve the zoning changes. In some recent major transit corridors, the city has adopted as-of-right zoning to fast-track housing builds.
