COALITION OF CONCERNED NZEMA PEOPLE (CCNP)
OBJECTION TO LAND MISCLASSIFICATION, MISREPRESENTATION OF PRESIDENTIAL DIRECTIVE, UNAUTHORISED EXPANSION, IRREGULAR GAZETTING, AND COMPULSORY ACQUISITION PROCESSES IN THE PROPOSED PHDC PROJECT IN JOMORO
SUMMARY OF POSITION
The Coalition of Concerned Nzema People (CCNP), on behalf of affected families, clans, and allodial landowners, formally objects to the ongoing land acquisition processes in the Domunli enclave, Jomoro.
We are not opposed to development, but strongly oppose processes that are unlawful, misleading, exclusionary, or contrary to customary and constitutional land rights.
KEY CONCERNS
Misrepresentation of Directive:
The approved 5,000 acres has been improperly expanded to 5,000 hectares (12,360 acres).
Irregular Survey & Gazetting:
Surveys and gazette processes have proceeded without consent of rightful landowners and are hereby formally challenged.
Violation of Law:
The process fails to meet Article 20 of the Constitution, particularly on consultation and compensation.
Customary Ownership:
Nzema land belongs to families and clans, not chiefs as absolute owners.
Risk of Misclassification:
Family lands may be wrongly treated as stool lands, leading to loss of rightful benefits.
Intimidation & Coercion:
Incidents reported in Elena, New Kabenla, Suazu, and Benyi, including cultural pressure and libation-related actions, have created fear and discouraged lawful dissent.
Compensation Failures:
Many affected landowners have not received compensation, with risks of delays due to disputes and escrow arrangements, as seen in past projects involving the Ghana National Gas Company.
Investor Risk:
Irregular processes create legal, financial, and reputational risks, undermining investor confidence and project sustainability.
OUR DEMANDS
We call on Government to:
reaffirm the 5,000-acre directive;
halt all irregular processes;
prevent land misclassification;
ensure inclusive engagement; and
guarantee prompt, fair, and direct compensation to rightful landowners.
NOTICE
This publication constitutes a formal objection and notice of dispute.
We reserve the right to pursue legal action, including court intervention.
