Four years ago, when a similar incident occurred, I clearly remember the Ghana Water Company Limited (GWCL) assuring the public that such a situation would not happen again. They indicated that future spillages would be better managed through coordination with affected communities and key stakeholders, and that the gates would not all be opened at once in a way that would cause severe flooding.
However, what has happened this time raises serious concerns. What went wrong?
Evidence from 2022 shows that multiple spill gates were opened due to rising water levels, leading to widespread flooding and displacement of residents across several communities, including Tetegu, Weija, and Oblogo. Reports confirm that in some instances, as many as five to six gates were opened when water levels exceeded safe limits, resulting in significant damage and humanitarian impact.
While authorities maintained that the spillage was necessary to protect the structural integrity of the dam and prevent a catastrophic collapse, the scale of the flooding suggests that coordination, timing, and mitigation measures may not have been sufficient.
In subsequent years, there have indeed been controlled spillages that did not result in major flooding, which demonstrates that improved management is possible. This makes the current situation even more troubling and raises the question: why were those same lessons not effectively applied this time?
Residents deserve clear answers, accountability, and a sustainable strategy that prioritizes both dam safety and the protection of livelihoods.
