The Ranking Member on Parliament’s Public Accounts Committee (PAC), Samuel Atta Mills, was left shocked after the Local Organising Committee for the 2023 All-African Games appeared before the committee.
In a video shared on X and sighted by GhanaWeb on May 18, 2026, officials of the Local Organising Committee detailed the amount allegedly spent on approximately 6,000 police officers who provided security during the sporting event.
Reacting to the figures presented, Samuel Atta Mills, who appeared visibly surprised, questioned the internal auditors over how such a huge amount of money could have been spent on an event that lasted less than a month.
He also raised concerns over the lack of proper documentation to support the expenditure.

“The minister has said it was a duplication, and sir, as an internal auditor, you need to up your game. Now, unsupported claims amount to $5.8 million just for 6,000 police officers.
“That was the so-called, I don’t know whether they call it Africa Games or the All-Africa Games. They spent $35.8 million in 2023 on police officers, and we don’t have documentation to support it. Ministry of Sports, how? And you want to sit here and argue?” he questioned.

Responding to the concerns, the Executive Chairman of the Local Organising Committee stated that he was equally surprised when the Ghana Police Service submitted a bill of $35.8 million after the games.
According to him, despite repeated requests for the police to provide a detailed breakdown and justification for the amount, the service failed to do so.
“This was the bill submitted by the police at the end of the games, and I was really baffled when it was brought to me because we never reached that agreement.
“Initially, they were supposed to provide police officers to assist with security duties, and we even fed them. Then they pulled out, and from nowhere, at the end of the event, they submitted this bill,” he said.
He added: “I wrote to them to justify why such a huge amount was being claimed, but they could not provide any justification. I was shocked to the marrow by the kind of bill they presented, so I asked them to break it down and support the claims they were making.”
