Dr Matthew Opoku Prempeh, former Minister for Education and the 2024 vice-presidential candidate of the New Patriotic Party (NPP), is set to speak tomorrow, May 19, 2026, at the globally acclaimed Education World Forum in London.
Widely regarded as the world’s largest and most influential platform for education policy dialogue and global learning partnerships, the four-day forum convenes ministers, policymakers, development partners, and education leaders from across the world to deliberate on the future of education.
Dr Opoku Prempeh will address participants on the third day of the summit during a high-level parallel session themed “Leveraging Innovative Financing for Sustainable Education.”
His presentation will focus specifically on how education systems can deploy innovative financing mechanisms to sustain progress in access, equity, and quality education amid shrinking national budgets and declining international aid flows.
Drawing from his practical leadership and lived experience as Ghana’s former Education Minister, Dr Opoku Prempeh is expected to provide valuable insights into policy innovation, fiscal adaptability, and sustainable education financing models.
Credited as the principal architect behind the successful implementation of Ghana’s landmark Free Senior High School policy, Dr Opoku Prempeh oversaw one of the most transformative social intervention programmes in the country’s history.
Notably, the policy was introduced without clearly earmarked long-term funding streams at inception.
However, through strategic financial innovation, policy restructuring, and resource optimisation, his administration established pathways that ensured the programme’s continuity and expansion.
Today, the Free SHS policy remains arguably the most impactful social policy intervention in Ghana’s Fourth Republic, having directly and indirectly touched millions of households nationwide through expanded access to secondary education.
His record in navigating the complexities of educational financing, while maintaining policy delivery at scale, positions him as a highly credible and authoritative voice on sustainable education funding at the international forum.
Other distinguished speakers expected at the session include Mahdi Amin, Education Adviser to the Prime Minister of Bangladesh; Enkh-Amgalan Luvsantseren, Mongolia’s Minister of Education; and Dr Sanet Steenkamp, Minister of Education, Innovation, Youth, Sport, Arts and Culture.
