You don't URGE offenders to MINIMISE the noise, send them to court for prosecution! If you are indeed serious, why don't you give citizens a number to call when they encounter higher noise levels of? Where I live I don't sleep on Wednesdays and Fridays. Why would any normal person use loud speakers between 9 p.m. and 4 a.m. in the name of watch night, is God deaf? People are making noise everywhere because they are not punished to deter others. If worried citizens take the law into their hands and attack noise makers, what will the EPA do? Waiting and see.

You and I both know that the churches in particular have an outsized influence in this country, so taking them on is not straightforward.
If the masses are up in arms about the noises, then it would be easier to take them on, otherwise some big wig behind the scenes would tell her to let it go.
The mosque's problem is usually at dawn, so that can be easily tackled. I heard they don't even make much noise in the Moslem countries, so I can see that being tactifully disabled. But many churches make noise all day long, as a way to attract more patrons, so they will be the ones to resist the most.

I have made numerous complaints about noise nuisance from Idrowhyt Event Centre, Christ Ambassador’s School of Excellence, and a church in the area. To date, the first two continue to affect my ability to use parts of my home that I previously relied on before these establishments were set up.
Beyond this, there is also the growing issue of noise from overly loud vehicles — including tricycles, motorcycles, vehicles with modified exhaust systems, and heavy diesel trucks with loud engines, brakes, and horns, often used without restraint in residential areas.
Residents should be able to enjoy reasonable peace and quiet within their homes. Where individuals take steps to avoid excessive noise, it should not be permitted for such noise to intrude into their living spaces and affect their wellbeing.

If you understand any basic implementation strategy, you would know that making the masses aware of the problem is what is going to galvanise the masses to support the cause.
