You are already required to have insurance, you just need to pay additional, probably about 5 to 10% more to have towing coverage. Isn't that better than having vehicles broken down for days or weeks on the public roadways.

Did he also consider the financial loses ( taxes and levies ) the country suffers through road congestions caused by broken down vehicles? Workers get to work late, businesses open late, low productivity, potential shoppers to business centers return home, business meetings delayed or canceled, loss of life of critically ill patients and pregnant women due to emergency vehicles inability to maneuver through traffic and above all accidents. It about time these inept MPs are pushed out of our parliament. Can you imagine this guy reviewing a complex international trade agreement or rectifying complex economic/ health/ defense cooperation agreements with western countries? We are in trouble as a nation with these people whose aim is to get political/economic power without processing ability to lead.
