The Government of Ghana, through the Ministry of Transport Ghana, has announced the start of a formal process to engage investors for the establishment of a new national airline.

The Ministry is inviting qualified strategic partners to participate in what it describes as a structured selection process aimed at identifying a suitable investor to support the development and operation of the proposed carrier.

In a press statement issued on April 28, 2026, and signed by the sector minister, Joseph Bukari Nikpe, the Ministry said the government, through a dedicated task force, is seeking a partner to jointly develop and operate a national carrier anchored in Accra.

The Ministry stated that “the proposed National Airline shall be developed as a commercially viable, internationally competitive and sustainable carrier, anchored in Accra and operating as a hub for regional and intercontinental connectivity.”

According to the statement, the engagement process will involve three rounds of interactions with prospective partners, ultimately leading to the selection of a qualified strategic investor.

The government outlined strict eligibility requirements, indicating that interested partners must be established airlines, subsidiaries of airlines, or entities authorised by operating carriers, with proven expertise in operations, management, marketing, and route development.

It added that prospective partners must also demonstrate financial strength and present a clear business strategy aligned with the government’s objectives.

As part of the criteria, the selected strategic partner is expected to hold a majority equity stake in the new airline and be capable of operating both long-haul and regional services.

These include running a full-service carrier on intercontinental routes to destinations such as Europe, North America, the Middle East, Asia, and other viable markets, while also deploying a hybrid or low-cost model on regional routes to promote competitive fares.

The partner will also be required to establish an integrated cargo operation and deploy aircraft in the short to long term, with initial operations expected to begin by the first quarter of 2027.

Interested parties have been invited to submit proposals under the heading “Request for Inclusion in the Investor Engagement Rounds: Establishment of a National Airline for Ghana.”

The Ministry noted that submissions must include company details, relevant experience, and an indicative business plan, adding that “GOG reserves the right to accept or to reject any request for inclusion and shall not be liable to any party for its decision.”

Applications are to be submitted to the task force at the Ministry of Transport by May 29, 2026.

The government said it looks forward to engaging credible partners to advance the initiative.
