Because of his desire to control territories beyond his original jurisdiction, a bad blood developed between himself and the Paramount chief of Bono. So Sammor-Duah linking his lineage to Ivory Coast does not disqualify him. And the lawyer, Gyafla, linking his lineage to Sampa, Ghana, doesn't make him more qualified.
There's no doubt that these two can be the rightful chief of Sampa but disqualifying one party based on his royal lineage to the throne is the problem now.

Asantehene’s “rule” extends beyond Ashanti Region. Otumfour doesn’t install chiefs or imposes chief however there are towns and villages that owe allegiance to Asantehene either through history or self imposed affiliation.
In both cars the Asantehene doesn’t not impose chiefs, instead the royal family of those town selects a chief and he in turn swears allegiance to him. Not all towns that swear allegiance are Asante, in fact Asante isn’t a tribe but a union.
