Especially at the Budget Division when contactors came in to get approval for projects and funding and payment for various projects, contacts etc. Most of the times the budgets allocation had been depleted and so clerks were "directed" to delve into the consolidated fund accounts to prepare vouchers and minutes for the approval of application of funds and payments! Proper protocols never adhered to nor existed! I guess this practice has existed till date and people have always capitalized on these leaks and "holes"; this since 53 years!!!
