Security details that protect Presidents, Head of States and other dignitaries are by design always plain cloth personnel. With the greatest respect, President Mahamah is not a Military officer and does not know Military duties. Should something untoward happen the ADC cannot absolve himself from blame.
President Anwar Sadat of Egypt was assassinated on a parade ground after he had ordered sharp shooters/snipers placed in front of the dais removed. When he was killed at the parade the Commanders of the Security Detail, including the ADC, were not absolved from blame.
