If indeed you want to initiate 24-hour economy, start from Accra-Tema and the surrounding cities including Kasoa, Nsawam, Madina and even up to the Akuapim area.
You need to put in the necessary infrastructure like roads (streets with lights), regular bus flow, reliable electricity and water supply, adequate security, etc
