The government of Ghana must conduct another exercise of data collection via local governments aka city councils.

One such data collection exercise must indicate village/town/city/metro, house type and structure (mud, brick, concrete; single or multi-level) and estimated market value of structure and owner (individual, family, company). This data and information will form the basis, if updated routinely, for the introduction of an effective and equitable property tax levy to fund local elementary and middle schools and local improvement projects if we continue to claim we have a true decentralized government system.

The other data collection point should be on all retail trading activities and shops. Local governments must engage in a comprehensive data collection exercise that can be used to assess taxes fairly and equitably on all traders and retail entities. Taxation must be based on annual sales revenues which corresponds to trade volume and possibly size of operations and type of goods or service.

Without a mandatory annual national income filing system the government is losing billions in tax revenues needed to develop the nation. True taxation should be based on annual income; annual income is the totality of all income received by a person from all legal activities. If at all possible, government must create traders business regustration format that on the face value may be only Ghc5 for the company/business license but must be renewed annually.

Once all data points fo have community address points (there should be no PO box usage except as a supplimantal mail address to an actual structural/facility address. It is through the true identity of structures and ownerships that government can have an accurate number of the unemployed, underemployed, homeless people, people living below government identified annual income level.

There are cities and metropolitan communities in Ghana that should not be recieving project funds from the national government. The national government shall be responsible for roads and highways that links villages, towns, cities and metro areas. Let local governments set and collect taxes for local development programs. Parliament shall have oversight authority over local tax rates and percentages.
