There were a lot of hanging questions in that report when they started reading it on air.The former Trade Minister, the various banks who had initially agreed to grant loans to the 1D1F, plus the head of the policy shd have been consulted .Again why shd Ato Forson who had cancelled that loan agreement called others Thieves for those interest payments when the principal had been cancelled? If you've stopped the payment of those principal, then it means indirectly the interest on those loans will not go ahead.

That was why no auditor found problems with Opuni and npp had difficulty prosecuting him
It's only when there is suspicion of crime that they do a forensic audit where they can compare with prices outside etc.
But for regular audit they just want evidence that there was competitive bidding or approval was sought for sole sourcing and caps were not exceeded etc. that's how it works.
When they do statutory audit you don't even need to chop money to get jailed. Eg in a govt hospital X-ray machine can spoil but no cash. The. The drug account will have plenty free cash but you can't use drug money to repair x-ray. If you do and are not able to put it back auditors will make you personally pay it because the law says you cannot do that. Your good intentions are not important
