These conditions cover all workers, not only executives. If a vehicle is purchased for the use of an official, after 5 years or 150,000km the value is next to nothing. If the vehicle is not new, nbr of years are specified, the official pays the residual value and keeps the car.
It is done in top institutions, whether public, private or multinational. It is not stealing, it's only procedural
