Yes, it's painful listening to these people talk about corruption when they wouldn't adopt intelligent approach or be proactive against it. People are caught hand-in-the-sack and proved to have stolen, yet governments never feel bothered to get them indicted and jailed! Why? It doesn't happen like this in the West.
I am trying very hard to understand why it takes forever to respond effectively to hard criminal politicians who steal from us. Why is that so difficult?

The set up and mindset of staff at the Attorney General Department will require both reforms of administrative and bureaucratic procedures and revolution of the mindset of State Attorneys for Ghana to succeed with its anti-corruption agenda. It is true Ghana has a significant challenge with political corruption which appears tobe the preoccupation of every Attorney General because it makes good for scoring political points to have upper hand over a political opponent in terms of strategy to win elections and political power. Nevertheless, widespread endemic corruption in this Country is not limited to only politicians. In the public or civil service, the real drivers of graft are the top public servants and technocrats who indoctrinate politicians and show them the way. Without digressing further, the AG itself can be cited for complicity in suppressing or abetting in overt cases of corruption and corruption-related practices. Unfortunately, this is a Country where law enforcement agencies like the AG Department often throw dust in peoples eye in limiting corruption to financial malfeasance and embezzlement in the public sector. Overt nepotism and cronyism in taking deliberate proactive measures to suppress judicial proceedings and circumvent justice to favour a friend or relation engage in institutional malpractices, using executive power to influence Court rulings, orders and judgement are part of the broader definition of corruption. Refusal of the AG Department to pay legitimate claims and judgement debts caused by errand public officers, investigate and duly punish same for violating statutory laws and the
constitution is corruption. Indeed, selective application of the law in shielding corrupt public officers engaging in institutional malpractices and gross misconduct in public office on grounds of nepotism and cronyism in civil cases is usually what metamorphosed into serious criminal cases, eventually resulting in fleecing the State of large sums of money. There are regulatory bodies in this Country where institutional heads have gain notoriety in arbitrary seizure of licenses of Practitioners to favour others for selfish gains.How will the Attorney General and Minister of Justice know the truth about goats, sheep ,guinea fowls and white envelope being given to such Institutional Heads by some Mafias in the public sector space to victimize others without allowing due process and investigations into their conduct? The AG usually paradoxically chose to fight the victim of administrative injustice on the side of such corrupt public officers when civil servants who are persecuted and victimized by top public officers put in position of trust and responsibility seek justice in the High Court. In fact, Ghana doesn't need an Office of the Special Prosecutor which in my view is a duplication of the function(s) of the AG Department. The problem with Ghana's Attorney General Department is that it is designed by law to inadvertently shield corrupt public officers in the name of fighting in the interest of the State. In other words, public officers who have the penchant of treating government institutions and public offices as private cooperate enterprises quickly resort to some wayward State Attorneys in the AG Department to further oppress victims to conceal crimes anytime they are found wanting. The AG Department is therefore designed as a state apparatus to protect and shield high profile politicians and public servants, but moreso in the interest of the public servant, unlikely to be a victim of political witch-hunting for both good and bad reasons. Ghana used to have an Attorney General but with the current designation for the political head of that ministry being the Attorney General and Minister of Justice, there must be a certain rationale behind it. The presumption in law is that the Minister of Justice have a fiduciary duty to investigate cases of administrative injustice or malpractices by Institutional Heads that grossly breach the fundamental rights of citizens as enshrined in the Constitution rather than run to Court to defend every suit ,especially civil suits against government, no matter how bad the case is, in the name of defending the State and Public Purse. When corrupt public officials know the State will always come to their aid, particularly the case for civil suits against government through the AG, nothing is going to change in this Country in its anti-corruption fight. We are going to witness a situation where the AG Department will get saturated and rendered a toothless bull dog by powerful players in the corruption industry, who already have significant monopoly and control of the AG Department, especially in situations where such persons have ties with the Ruling Government of the day. The only way this country can effectively fight corruption is to allow for radical reforms at the AG Department to allow for mandatory investigation(s) of breaches of the law in public service by public officers, that leads to especially civil suits which doesn't usually involve other law enforcement agencies like the police, EOCO and the OSP. Secondly the AG should be willing to pay damages to aggrieved litigants mostly as subordinates or Junior officers who initiate suits against government institutions as victims of institutional malpractices and severely punish those whose actions leads to litigation and liabilities against government instead of shielding them as associates.
