But planes are also used as ambulance. If a patient has to be transported from Accra to Jo'burg, SA or London, UK, you will not use a chopper for journey. A plane would be the suitable craft to do such journey.

Did you ask, if your mother living in some village in Ghana, neede to have an airport in that village before she could travel by air to some other country?

That simple phrase 'all Ghanaians' in that context only implies that the plane would be used to fly ambulance services for the general public (as opposed to private) between AIRPORTS.

For example: if you live in a tiny village and have to be transported to Accra/Kumasi (that may take up to 7 hours), a taxi/normal may take you to a nearby town with airport and from there you are flown to Accra. With this, 7 hours may be reduced to 45minutes and life saved!!
This is being done everywhere in advanced countries. Is this so difficult to understand? Eish ....
