  The questions for both Dr. Kwabena Tandoh and Dr. Adutwum are:
  (1) Granting educational opportunities for those who otherwise could not have attended SHS falls within benefits of the free SHS scheme. What are the consequences of having a presumed educated youth that are unemployed and the return on government investment on the scheme?
  (2) Was quality of education part of the free SHS calculation and if so what was the result of your assessment and evaluation of the unequal JSS system that provides the very students for the free SHS scheme?
  (3) Did you conduct any assessment and evaluation to ascertain the pros and cons on the psychological effects on youth who were stranded midstream of their education because there was no money to continue with tertiary education and no employment choices with mere SHS certification?
  (4) Did you conduct feasibility studies on the benefits of a free technical education rather than a free SHS scheme?
  
  It is belief, borne out by facts/data, that Ghana would benefit more from entrepreneurship schemes that would emerge out of free technical education that enhances diploma certification of trade school skills aka "blue collar" work which will accelerate development in Ghana than the benefits of a free SHS scheme that results in 60 percent of graduates from the scheme unable to pursue further studies due to lack of funds but not adequately educated to gain sustainable employment.
  
  In the end the best the free SHS scheme can report is as follows: (a) the NPP provided a social intervention program that offered free education -(never mind that education starts from primary class 1 through JSS which has been free since Kwame Nkrumah's CPP days), (b) there's uptick in crime because of free SHS scheme that brought disappointment to those SHS graduates who could not pursue further education and yet not good enough for sustainable employment. They have acquired enough classroom education to believe they're above working on farms and with no funding to pursue trade skills training moved from rural areas to the cities where there's opportunity for crimes and get rich quick schemes.(c) I assert that more of the unemployed and underemployed youth would have become productive citizens if they had stayed in the rural communities from whence they migrated to urban/ metropolitan areas in search of elusive employment opportunities because of offerings of employment opportunities trumpeted along with the free SHS scheme.
