remand for what? what at all will that achieve?
Get them to clean up the beaches for 1month and that should serve as a deterrent. Even the toilets in the prisons and police stations are nothing to write home about.

This is stupidity...why don't you send them to clean under supervision the whole environment for two weeks for them to learn a lesson. You put them in prison and feed them at your own cost..
