They should incorporate compulsory DNA paternity and maternity test at birth to the bill to make it fairer .

Shallow lawyer. The birth certicate is a sworn document issued based on data supplied. If you've been promiscuous, you shouldn't name a person without a DNA test. False swearing will be the offense not fraud.

The law should make it mandatory for paternity tests to be done when a child is born. Only women know the true fathers of their children.
