You need to find a more suitable and lawful location for your business operations , certainly not under the bridge. That area is inappropriate and unacceptable for such activities. Furthermore, it is not right to claim that if you do not build and operate there, no one else will. That kind of reasoning is flawed and irresponsible.
If the area is left unattended and becomes occupied by undesirable elements, it is not something you can simply address later by forcefully removing them.
Proper planning and compliance must come first.
Please reconsider your approach and take the necessary corrective action.
