Travelling with one's spouse or child is no offence at all and I think she should have been told that the state does not fund family travel.
I believe there was more to the case than maybe I know; other than this she should be retired to allow her to collect her benefits.
I perdonally know her and she is a genuine person and respect the law.
Interpretation of law is the most trickiest part of Jurisprudence that is why Judges write opinions and it is left up to the legal community to examine the rulings and make corrections.
