Check the number of people with lower or no level of education and criminal records enlisted into the police service before you talk about promotion. Most of the policemen only see or use daily increase of bribe taking in course of their duties as ways of promotion in the service.
The police in Ghana will never stop taking bribe unless there's a legal system that arrests and lawfully punishes offending police officers when reported for taking bribes from the citizens.
The IGP must walk his talk if he truly want to be taken. He must be serious and shouldn't just talk for the sake of saying something.

Every where you go in Ghana, you have to pay bribes first before they serve you. I have to pay bribes to get common ECG meters. Who is to report these criminals to? No one listen to you. Ghanaians have been forced to pay bribes else, they will not offer you services. The country is like animal farm. Systems don't work because we black Africans are not capable of ruling ourselves. You don't find these in Europe and North America because systems work here. Africa is a hell because of corruption
