The Deputy Director for Technical Services of NaCCA, should take full responsibility for this faux pas. It falls squarely within the scope of his administrative purview. He was then at post, I guess so, possibly between 2017 and 2024, when this brouhaha concerning the Comprehensive Sex Education (CSE) erupted. That was during both the pasts national political and the institution’s (NaCCA) leaderships. Napo, former NPP minister for education, during one of his interviews by the media, while at post, stated that the problem was identified as part of the newly drafted curricula documents, (i.e., the main curricula, teachers manuals and the student textbooks) when he took office. The aftermath of the public outcry led to the expungements of the offensive parts from the curricula documents, which inexplicably did not include the teachers manuals. One would then ask why? Was it deliberate, an oversight or inadvertent omission? Well, the best person currently at post with sufficient institutional memory and information to tell Ghanaians why, is the Deputy Director-General for Technical Services. The controversial document together with some other subject area curricula had already been concluded (by end of 2024) before the assumption of duty of the current embattled Director-General. Is he therefore responsible for this faux pas? Personally No! Because he took over what had been done and completed by his predecessor. But for his leadership role, Somehow Yes! Why, because the institution is a going-concern and leadership is a continuum. One would have also asked: should he or must he, i.e., the current Director-General, have gone over everything that had already been done before he took over? Is that feasible, while a lot still remains undone going forward? Is it to be done by him personally or by hired hands? At what costs and to be borne by who, while some other persons, who were poorly supervised, had already been paid to do same job. Let’s have in mind that it is only one man, the previous Director-General, who has existed, everyone else is still at post and giving assurances that everything is in order. Issues of trust and of competence between the new Director-General and his Deputy/staff could erupt here. Who then is to be blamed in this matter? Should it be the previous or current administrations? Let’s think critically and analytically here, else politicians will continue to cash-in on the naivety/gullibility of the average Ghanaian to have their own ways.
