Why blaming Akuffo Addo for this. These are work done by contractors which after valuation found short according to experts. So it matter of opinion. These valuations are done after certain duration and work done .

Yes. If $400m has been spent and some work done you can't say they should pay back the whole money. What about that work done? should they be the one to bear that cost?.

They must also be imprisoned after refunding the money. We must send a clear signal to contractors (and all others) indicating that they cannot embezzle state funds and go scot free.
Contractors pay 10% of the monies to be released to them to finance government projects as bribes to civil servants..That is why most government projects are poorly executed by contractors.
Akufo Addo is a criminal. He presided over a criminal enterprise.
