Bank of Ghana raises the cash for gold buying in cedis (strong currency) on the local market. It passes the cash to Goldbod, which has a nice deal with Alhaji Bawa, the national aggregator.
Goldbod negotiates a buyer's price with galamseyers, other small-scale producers and large mining companies (20% of output) IN CEDIS (strong currency), usually based on the world market price of gold and not what gold would usually sell for in Ghana. I.e. a very high price.
Alhaji Bawa takes the Bank of Ghana money from Goldbod to pay the off-takers/buyers who collect directly from producers and he quickly delivers the gold to Goldbod. The off-takers add on fat fees. Alhaji Bawa also has to remind himself to charge his own fee. He has to return the money to Goldbod within three days.
All of this swells the cedi price paid for gold in Ghana.
Goldbod then sells a consignment on the international market FOR DOLLARS (weak currency; the spot price varies). It puts whatever it gets back into the Bank of Ghana. If it makes a loss in selling, the loss goes onto the books of the Central Bank.
"Clever", isn't it? NOT.
