Madam minister Children are "DETAINED" not "ARRESTED". Unless certified as adults they can only be found to have engaged in delinquent conduct NOT criminal conduct.

After midnight? Isn’t that too late? In my opinion minors should not be roaming about after 22:00h except in the company of their parents.
You have kids under even 10yrs old hawking and selling on these streets thats ot good. Anyway, I agree kids under 18 found loitering after midnight is also not good. Maybe they have nowhere to sleep.
