  I don't get! What does this chief mean by "empower chiefs and equipment"? Who should empower them? How do they want to be empowered? You are the chiefs already with awesome powers over the lands under your respective jurisdictions. No one can even clear a meter of land for farming without your consent. No one can clear a square meter to build a house without you getting to know about it. In all instances you gleefully collect some amount of money for just appending your signatures of approval, and if the money is not paid, you prevent the use of land for these purposes. No one can undertake legal and/or illegal mining without your direct approval. What are you telling us? To further legalize your corrupt practices? What equipment do you need to fight illegal mining within your traditional jurisdictions? Guns and cutlasses? Drones and armour cars? These thieves should not annoy us more!
