  The road design was poor, they should have constructed downpass for crossing and vehicles using the top.

  Footbridge use in Ghana is a burden for many. They cross the road right under them. Its either lawlessness unto death. They even cut the fences to do that. Take any other action to enforce its use, and the so-called human rig ...

Take any other action to enforce its use, and the so-called human rights people will be all over the place screaming that you shouldn't do that.
