  When you manage the economy from textbooks, that is what happens. You will sacrifice the expenditure of your citizens to keep your end of year inflation targets. Realising rather late that by paying teacher allowances and new teachers emoluments will throw off your textbook figures, you quickly reversed payments even at a very awkward time.
  Keeping targets by refusing to spend is lazy and disingenuous.
