This is good news! The best any nation can do is to invest in its young people. In reality, each Ghanaian student in the tertiary school should be able to get a minimum of 4000 per year (500ghc x 4 months x 2 semesters) for living expenses paid directly to the student. The best option is for this the 500 to be paid monthly directly to the student each month (as its done in most developed countries -montly payments). However, if this will be too much of transaction cost, then ideally, 2000ghc should be paid semester by semester (ideally at the beginning of each semester). Then the school fees component should be paid yearly in full directly to the university (in fact this could also be done every semester after the student has registered for the semester and the university confirm the registered students to the student loan institution- to avoid any ghost name situation). At the end of the program of education the total scholarship loan should then mature for payment by the student after the national service and immediately the graduate begins to formally work. Hence, this new change of 50% increase and the student loan plus are laudable social interventions and a big plus from the president. However, this should not be only a directive from the president though it is welcome news! The education minister should be able to bring these policy interventions decided at the cabinet to the floor of parliament for bipartisanship debate and then made into a law that will have lasting impact on the lives of the many young people that are in tertiary institutions across the country! An investment such as this in the youth will go a long way to improving the human development index of the nation. The nation should avoid IMF loan conditions that may seek to discourage these types of policy interventions. This is one way the advance nations were able to develop their human capital and potentials! A word to the wise is in the 'NORTH' and the president comes from the NORTH of Ghana where these policy interventions will have significant impact on all the youth not only in the North but the whole nation! This is my 2cc.
