  You are absolutely right, former Justice Dotse, that free SHS is one of the best social intervention programs; it's however not the best social intervention program in Ghana.
  
  We may never have the one best social intervention program in Ghana because of an NPP politics that is driven by greed (with root in property seeking democracy policy ideas) and tribal folly that handicaps the freedom to think, acts of selflessness and the capacity to love mother Ghana.
  
  Free SHS is not and could not be an equitable social intervention program for as long as we live with the status of Ghana's primary and middle school education. Free SHS scheme was and remains a bungled and messed up ideal that meets every bit the definition of "premature birth and implementation" because of people who may have collection of classroom earned credentials but full of arrogance brought on by ignorance.
  
  SHS, free or not, exists because of our primary and middle schools. If our kindergarten, primary and middle schools are separate but not equal relative to infrastructure and staffing then a free SHS scheme remains not fair nor equitable.
  
  Additionally the premature launch of the free SHS scheme has ushered in 3 societal problems of unanticipated crimes, unemployment and trading in human cargo otherwise known as slavery of semi-educated human cargo.

  From 1962 Osagyefo Dr. Kwame Nkrumah introduced free and compulsory education from Primary One to the Phd. Level.
  He even warned that parents who don't send their children to school will be prosecuted and sentenced to some years of imprisonment.
  In my village children who were ten years and above were jumped to class four, though that was their first time in school.
  It was a success.
  Free education was abolished under the PNDC regime in 1987 as a result of the Bretons Wood Institutions policy that Africans must not have free education, among others, so was free medical care also made cash and carry in Ghana.
  Kwame Nkrumah's 1962 free education was holistic, with teachers, teaching materials and what not, including that was also free adult education.
  So the current free education falls short of what Kwame Nkrumah introduced in 1062.
  And NPP free education is not the first free education in Ghana at the secondary school level.
  It will however interest you that Britain introduced free education in 1955, but prevented those in her colonies to have access to free education. Also medical care in Britain is free, but the British relate to those in the colonies as unmensh.
