The galamseyers who distroyed the land must be ordered to reclaim the land themselves by threatening them with jail time if they do not comply. If these people made money out of there activities, they should be forced to use part of their revenue to reclaim the land they destroyed. The EPA is just creating an avenue to siphon state funds for themselves by taking that responsibility to reclaim the land . Let those who destroy the land fix it .
