  President can appoint the board but should not involve himself/herself in appointment of CEO and management. This should be left to the board to do. Qualified Career persons in the enterprises and organisations should be given the chance to rise to the top, rather than bring in politicians who the board can't control. The less involved the president is in appointments, the more performance he can demand from the SOEs.

  SOEs are expected to make profits to contribute to the financing of govt expenditure. Unfortunately bcoz of these lapses by various govts SOEs are contributing absolutely nothing to nation building in Ghana.

  POLITICAL NOT PROFICIENT APPOINTEES
  
  The reason for poor performance of SOEs is simply because they are largely political appointees.
  Check the qualifications, training and experience of of CEOs of Unilever, Coca-Cola, Stanchart, Ecobank, Maersk Line, etc (all of whom are Ghanaians) and you will appreciate why such companies performance year after year.
