Enough already folks. We can enact laws each day for the rest of our natural lives and we will still face problems in Ghana; our problem in Ghana can be solved with people with oversight authority who are honest, principled, god-fearing, morally upright with love for mother Ghana.
Private transportation owners and their hired drivers/operators will put vehicles on our roads knowing full well there are mechanical problems that makes their vehicle not roadworthy but for money they will take the risk anyways. Government transportation officials, be it mechanics or drivers will not insist on the right thing to be done for fear of exposing corruption and abuse of funds.
When was the last time river vessels were inspected at the Kete-Krachi station? Can the owner and operators of the boat show inspection history log as well as preventive maintenance history?
We have to value human lives in Ghana to not reduce the value of Ghanaian life to pennies on the cedi.

Any developed country have their water police not the navy but for in land river bodies and they will see to it before a boat begins a tour or trip on the river it complies with the laws.
I saw a picture of one or 2 of the ferries and and said wow, I am not surprised of deaths because it’s too old, no maintenance, and overloaded.
I can say the government or whoever is in charge has to purchase brand new ones and now insist of the laws be enforced.
If they can’t then they should introduce the private sector to bring the boats.
