Because the nurses who have been working for about a year still haven't received salaries. Yet you are pumping billions to stabilize the cedi which is not lowering prices of goods anyway.   You cannot just send them without setting first the agricultural mechanization centers. You will need to employ agricultural engineers at these centers to operate and maintain these machines. Once that is set and completed, then you send in the agric extension officers and graduates to work with the farmers.
