Why has it taken decades to implement such a policy that has been the practice all over the world? Next step, the Police MTTU should be able to identify the vehicle’s number plate with the legitimate owner and pending offence or tags. It is not enough only for the DVLA to have the information in their database. Where I live, the Police can run your number plate, driver’s license, ID Card and the vehicle’s mark, VIN in a matter of minutes to know if the driver/owner is wanted, car stolen, flagged for reckless driving, etc. Use the IT Boys to do better things, not always Sakawa and fraud.

More questions are begging for answers.
1. How do we deal with Government registered vehicles for ministers, ministries, MMDCEs, and directors? Let's not forget what happened under Kufour when all registered government vehicles' number plates were charged to individual number plates.
2. How do we deal with estates of original vehicle owners who passed on? I wouldn't want to accept an Affidavit for an answer. A sworn Affidavit is one major way of perpetuating more fraud than any other way I could think of. I knew of vehicles which were "stolen", but backed with Affidavit ownership were changed.
3. How do we deal with vehicles that are seized for one reason or another and auctioned thereafter?
Say for example, a drug lord's vehicle is impounded and later auctioned, will he be allowed to take off his name from that vehicle or precluded from buying another one?

The problem I have with DVLA is the number of working hours people have to waste at their offices just to access service. The level of incompetency and extortion at DVLA is too much.
If government want this to work smoothly, they should implement an online system that will handle this, no cues at the DVLA to give them chance to extort people. The only time some will should to the office is to only pickup the plate.

The DVLA can come with a cooperative vehicle scheme where vehicles older could be bought off from their owners and let have equities in new cooperative car schemes like Ayalolo and yearly they can recoup profits based on the stakes they have. By this those old and banger would be off our roads, especially in the capital cities

I can't understand how the type of vehicle, chassis number and the number plate be separated when ownership is mentioned.

Ekow, calm down. At present, when a car is registered in Ghana, the license plate that the DVLA assigns is permanently related to the car, regardless of who initially registered the car. In other words that was registered in 2010, for example, still has the same license plate number even the car has been sold and owned by several individuals. The new procedure takes a more logical approach. When the owner of a car registers his or her car, the license plate number is associated with the owner. If the owner sells the car, he or she removes the plate once he or she provides the title of the car to the new owner. The new owner cannot drive around without getting a new registration, since the car won’t have a license plate. If the previous owner is careless or fails to take off the existing plate, then he or she is exposing themselves to criminal use of the car or violation of traffic laws. What to do with the previous plate? The DVLA must give the directive. In New York State, the Department of Motor Vehicles permits owners to return the plate for permanent destruction, or DMV provides the previous owner to destroy the plate themselves, since once the title of the car changes hand, or the license number won’t be re-registered and transferred to another car by the previous owner, that particular number is permanently deactivated and won’t be assigned ever again.

I live in the US; I have not seen the DMV issuing number plates in the owner's name. Customized plates are issued but there is a charge.
Before a vehicle is issued number plate, the vehicle is registered with the owner's information and vehicle information stored in your data base. So why are you saying that a name plate is easy to identify the owner?

THE INDIVIDUAL NAMES MAY CORRESPOND FOR DIFFERENT VEHICLES BUT THE IDENTIFICATION NUMBER (VIN) OR CHASSIS NUMBER OF ALL VEHICLES ARE NEVER THE SAME.

Is this important? The most important thing its to change the policy that licences are issued for 10 years but very two years we have to go for stickers. It is a way of milking us. This is one policy we need to do away with.
