This Weed issue is a very serious problem. I think the punishment is not commensurate with the punishment. Weed smoking is not a violent crime that should always result in incarceration. I think the incarceration of this crime should be made to benefit the people of the area or community
I always recommend lesser Prison Sentences for such misdemeanor. If one is found with a quantity of Weed not parceled or wrapped for sale, then his crime should be made a misdemeanor and should be made to engage in Prison for a reasonable short time. While in the Prison for the first such crime, the offender should be made to be Gang Chained and Padlocked and sent outside the Prison Perimeter to do very hard and heinous community service under Prison Wardens from 7:00 in the morning to 5:00 PM and should be fed once when their Lunchtime should be just Thirty minutes. Even at Lunch, they should be in Chains and Padlocked Handcuffs. Ghanaians as they are, these such Prisoners will find their incarceration very humiliating because the community members will not know the reason why such people are in Prison. As a Ghanaian who grew up in Ghana, I know that the General Populace of Ghanaians brand all Prisoners as Thieves, Robbers and other disgusting criminals that many Ghanaians will not want to be associated with Prisoners.
Let their Community Services be done in the Populated Areas of the Community where such Prisoners will be known already. I can tell you that after their Sentences and Community Services, many of them will emigrate from such areas to be away from the people they smoked the Weed with. If they were under the influence of friends and acquaintances to smoke, that urge will stop
Finally, education in Drug Abuse and dealing should be started from the Elementary School. The effects of the usage of drugs and their abuses should be taught and studied from the SHS. It will be too late to start such programs at the SHS levels. Admittedly, Drugs are very dangerous to our society and every efforts that are legal should be used to bring them down. What I am going to post now may not be acceptable to some members in our community. What about denying people accused of Drugs crimes Lunch for Five of the Seven Days while Drug Offenders are incapacitated? Let forumers come out with suggestions to reduce or help to even eliminate Drug Usage and Abuse.

WHEN PEOPLE SMOKED CIGARETTES AND WEED EXCESSIVELY, their Lips become VERY BLACK. That is what is meant by Black Lipstick. I don’t think you want to develop Black Lips that is why you are asking. If you are try to change your mind because it will not help you.

If the 90% figure is true then the whole community would have been chaotic. Look, I am a native of Teshie and I say that the figures the police is giving out are false. Those who drink alcohol in Teshie are more than those who take hard drugs and alcohol consumers in that locality are not up to five percent of the population. Places where drugs are consumed in large quantities are Aduemli and the Zongos. The police know those locations but instead of arresting the people, they rather go there to collect money.

You are wrong. You are saying this because you have seen people living in wood structures in those places you mentioned. Do you know that those people you see living in the so called slums come from those places and have nowhere to go. It is just like when you go to other places in Ghana and see people living in villages where they live in mud houses with tatched roofs. Some of those mud houses are so weak that any little rainfall washes them away. Don't compare Accra with places like Kumasi where people travel from far away to come and settle there and when they get money, they build nice houses.
