Yes it is. But the issue is not just refund but disgrace (show face and name) and jail term. The current deterrent not good enough.
So, he just pays and walks?? He, together with whoever was being paid should be prosecuted and jailed. I also believe 90 days is too long a time. 7 days max should do.
Ask! They're just too stupid to know what to do. When are our leaders going to learn that refusal to impose penalties is hurting the country.
