    The problem is that the laws of the land is not working. Anyone with illegal connection should simply be ordered to pay a fine plus a jail term.

    The government should work with EGC, National Security and ORAL and embark on nation_wide disconnection of all illegal meter connection. All offenders, be they, MPS, CHIEFS, DCES, ASSEMBLY MEN, should face the music.
