Dr. Apaak. The structure for eliminating illiteracy in Ghana is too expensive to work. USAID is reputed to have spent .millions of dollars in a 10 year programme that did not achieve much. First. The definition and identification of core learning to eliminate illiteracy is/was never clear. The language problem was largely avoided and the primary education support from schools was weak. Please reset the illiteracy issue.
