Usually the case. Some top officials from the C’ssion were sent to the research dept at mins. of lands under the previous regime and guess what, they had no desk so they became passive employees.

Qualifications do not matter. Prove your mettle by delivering on the job. The parent ministry will give him work to do. If he becomes a passive employee, he better resign and be a consultant.
