This situation is not difficult to prevent. The GRA, in collaboration with EOCO, should ensure that before any duty is paid on a vehicle at the port, it is first verified as legitimate and not stolen. It is that simple

I bet you understand the diplomatic implications of Ghana doing nothing about its citizens stealing vehicles from other countries.
