Why don't use Vehicle Identification number also known as the VIN number to register a vehicle to the owner. VIN number also helps in identifying the date it was manufactured, the type of vehicle and its original color.

The plate number should be tied to an address where the car can be traced to.
It shouldbe the first two letters represents the region followed by six digits the last of which represents the district number so for volta region district 7 the Car number can be VR 1234-06

As it’s the practice in Ghana now, for example if I register my car in Ashanti Region in 2025 and I’m assigned AS2020-25, that car will have that plate forever, even after the ownership changes several times in the future. Ghana should adopt the system used in New York. When the ownership changes after an owner of a vehicle sells or gifts a car to another person, the owner provides the title of the vehicle to the new owner. The new owner will use that title to re-register the car to indicate a change in ownership. The Department of Motor Vehicles will register and assign a new plate to the car for the new owner. The old plate is deactivated and it’s the responsibility of the previous owner to destroy the old plate, or return it to the DMV for destruction. However, if the previous owner wishes, he or she can apply to the DMV to assign the same old plate number to another vehicle that the previous owner may want to register with a title presented for another car. In other words, once a plate is registered, the DMV associates the plate number with the person who was assigned that plate, irrespective of which vehicle the plate is affixed. One plate, One registered owner forever. When the plate is deactivated and destroyed, it will never be associated with another owner or vehicle again.

In countries such as the Netherlands, reforms of this kind work because they rest on solid foundations: municipalities maintain accurate records, citizens are properly registered, and every residence or business is tied to a verifiable physical address. With this structure in place, linking vehicles, owners, and locations is straightforward.
Ghana, however, lacks these basics. Many settlements are unplanned, countless residents have no fixed home addresses, and PO boxes often substitute for physical locations. Regional and municipal systems do not yet provide the kind of accountability that makes such traceability reforms effective.
Against this backdrop, redesigning number plates feels less like a meaningful solution and more like a cosmetic change. It does little to address the real issue — the absence of a reliable, nationwide system of urban planning, regional accountability, and residential traceability. Until these structural foundations are strengthened, efforts such as new plate formats risk being symbolic gestures rather than substantive reforms.

I believe the Ghanacard has taken care of whoever owns what. The solution is to strictly enforce registrations with the Ghanacard. The present plate is fine. Do not tamper with it.
Why don't use Vehicle Identification number also known as the VIN number to register a vehicle to the owner. VIN number also helps in identifying the date it was manufactured, the type of vehicle and its original color.
