    No. They cannot be pardon. They should serve at least four to five years prison term. Those has been served number of years. Remember they will also be tag and stay indoors for specific time.

    Among the 87 death row inmates some may be innocent but anyone on death row must have committed a serious crime so at least some of them will be dangerous even if 10 or 15 bringing them back to the society.
